About the Program
Mandated by RA 10817 - Philippine Halal Export Development and Promotion Act of 2016
Pursuant to the RA 10817 or the Philippine Halal Export Development and Promotion Act of 2016, the DOST is mandated to ensure capacity building as part of Human Resource Development (HRD) as stated in the Republic Act No. 10817. In Rule II Section 8 of the Implementing Rules and Regulations (IRR), DOST shall assist in the upgrading of facilities of institutions involved in Halal research and development, training and education through its Grants-In-Aid program. Furthermore, the Rule II Section 9 of the IRR, states that DOST shall identify State Universities and Colleges (SUCs) and private Higher Education Institutions (HEIs) with the capability to support RDE for Halal, and to impart scientific and technical knowledge on Halal standards and in conducting laboratory analyses.
The DOST Halal S&T Program was implemented in 2018. It has four program areas, namely: Human Resource Development, Research and Development, Halal Verification Laboratory, and Knowledge Transfer.
Program Areas
Four key areas driving the DOST Halal S&T Program
Halal Verification Laboratories (HVLs)
The DOST HVL aims to support Halal industry development in the country through the provision of internationally accepted Halal and tayyib tests for local products and to provide technical assistance on the Halal assessment of establishments while continuously enhancing the capabilities of the DOST HVLs.
Human Resource Development
A pool of experts trained/certified on Halal was developed under the program. Aside from the pool of experts, training modules and curriculum modules were also developed and are currently being used during the capacity-building activities.
Research and Development
Research Development Institutes (RDIs) such as DOST-ITDI, and Food Innovation Centers have developed Halal-compliant food and non-food prototypes. A number of Philippine National Standards on Halal also emanated from implementing projects under this program area.
Knowledge Transfer
Participation to local and international exhibits and expositions are included under this program area. This allows the stakeholders to learn the different services of the DOST Halal S&T Program.
What is HALAL?
HALAL is an Arabic term meaning "permissible" or "lawful" in Shariah or Islamic law. While it is often associated with Islamic dietary principle, the term "Halal" encompasses any action in daily life permitted to Muslims including hygiene, cosmetics, pharmaceuticals, fashion, and ethical business and financial practices.
