HALAL is an Arabic term meaning "permissible" or "lawful" in Shariah or Islamic law. While it is often associated with Islamic dietary principle, the term "Halal" encompasses any action in daily life permitted to Muslims including hygiene, cosmetics, pharmaceuticals, fashion, and ethical business and financial practices.
About the
Program.
Pursuant to the RA 10817 or the Philippine Halal Export Development and Promotion Act of 2016, the DOST is mandated to ensure capacity building as part of Human Resource Development (HRD). In Rule II Section 8 of the IRR, DOST shall assist in the upgrading of facilities of institutions involved in Halal research and development, training and education through its Grants-In-Aid program. Furthermore, Rule II Section 9 states that DOST shall identify SUCs and private HEIs with the capability to support RDE for Halal, and to impart scientific and technical knowledge on Halal standards and in conducting laboratory analyses.

Halal Verification Laboratories
The DOST HVL supports Halal industry development through internationally accepted Halal and tayyib tests for local products, providing technical assistance and continuously enhancing laboratory capabilities.
Human Resource Development
A pool of Halal-certified experts was developed alongside training and curriculum modules now actively used across capacity-building activities nationwide.
Research & Development
DOST-ITDI and Food Innovation Centers have produced Halal-compliant food and non-food prototypes, with several Philippine National Standards on Halal stemming from this area.
